题目解析：

    从话题上来说，属于比较灵活的混合话题作文；从出题类型上讲，属于同意不同意类型。2017年12月2日出现过类似题目，所以同学们一定要全面复习，不能认为短期内考过的就不会再出现了。此题的陷阱在于除了“new housing”还不能忽略“road development”。可采用双边论证的方式：

同意则是认为资金应该用于建新房和修路，那么“agree段”就要阐述它的优点。首先，政府投资建新房和修路可以解决由于人口膨胀（population explosion）所带来的交通阻塞(traffic congestion)和住房短缺(housing shortage)的问题，从而改善市民居住环境（improve living conditions of citizens）和提高生活满意度（increase life satisfaction）。其次，资金用于新建筑和修路，使得城市更容易吸引投资从而提高人们的收入（can boost people’s income by attracting investment）。好的交通枢纽可以确保商品的运输(good transport links can ensure that goods are delivered easily)，同时经济适用房也可以吸引年轻的专业人才（cities which provide affordable housing can attract young professionals, who are essential to the economy）。

不同意则是认为政府资金应该用于修复老建筑，那么“disagree段”就要阐述修复老建筑的好处有哪些。首先，老建筑的修复可以使城市保持原有景观和特色（maintain the character of a city），本地居民更有身份认同感（reinforce the sense of identity of residents）。老的建筑可以展现一个城市的独有的建筑特色以及当地居民的的生活方式（Old buildings show the distinctive features of the architecture of a city as well as the ways of life.）。其次，一个拥有独特建筑风格的城市可以吸引游客来参观（A city with a unique architectural style is also a magnet to holidaymakers who intend to experience a different culture and appreciate cultural diversity.）。
